Using a driving license from a non-EU/EEA country in Norway
If you meet the Norwegian age requirements for driving (18 years), you can use a valid driving license from any country for up to three months, no matter whether you are staying in Norway temporarily or have your normal residence here. If you have a temporary residence permit for up to six months in connection with temporary employment, you can drive with a foreign driving license throughout your stay in Norway, but you need to carry with you your residence permits as well as your employment contract when you are driving.
A British driving license entitles the holder to the same rights as if the license was issued in an EEA country.
Ukrainian driving licenses are valid for driving in Norway as long as Norway is offering temporary collective protection to Ukrainians.
Using an EU/EEA driving license in Norway
If you meet the Norwegian health requirements for driving, you may drive in Norway if you hold a valid driving license from another EU/EEA country, inclusive UK. For all Brits out there, please note that in Norway you must drive on the right side of the road.
Exchanging driving licenses issued in EU/EEA countries, inc UK
You can exchange a license issued in an EU/EEA country or UK for a Norwegian driving license for the corresponding category without taking any tests, but your foreign driving license will be returned to the issuing country once you have received your Norwegian driving license. Instead, your new Norwegian driving license will then be valid in all EU/EEA countries.
Exchanging driving licenses from non-EU/EEA countries
If you have a driving license of Category B from Japan or Greenland (issued after 1 January 1995), you can exchange it for a Norwegian one without having to sit a practical test as long as you do it within one year of relocation.
A driving license from Switzerland may be exchanged for a Norwegian driving license with the corresponding driving entitlements (license categories) without you having to take new tests, as long as you do it within one year of relocation.
Citizens of some countries can exchange their license for a Norwegian one upon passing a practical driving test, but this must be done within one year of relocation. These countries are Australia, Canada, Hong Kong, Israel, Monaco, New Zealand, San Marino, South Korea, and the USA.
