Citizens of EU/EEA countries do not need a work and residence permit prior to arriving to Norway for work. What these employees need to consider is to register for d-number at tax authorities, and potentially register with the police, however the latter is pending the length of stay in Norway.
First mandatory step to consider is to register with a d-number at Norwegian tax authorities. With a d-number the employee will be able to obtain a tax deduction card. If the employee works at a construction site, the d-number also grants the employee the possibility to apply for a HSE-card.
If the length of stay in Norway is above 3 months, the employee also needs to register with the police. Choosing not to do so may lead to a fine payable to Norwegian authorities. The registration certificate given by the police is only given once and has unlimited validity.

- Valid work contract with a Norwegian entity validated within the last 3 months on date of registration at authorities
